Currently the
administrative structure has three managerial layers; the Tribal
Administrator, Division Director and Programs Managers to carry out the
management function for the administration of the Tribe.
The management function
is the process involving all activities related to decision-making,
coordination of group effort and leadership. The function of management is
to bring together effectively people (manpower), materials, money, methods
and machines to achieve the goals of the Tribe.
The tribal administrator is responsible for services that
directly affect individuals. The departments that fall in this category are
Housing, Education, Health Care, Public Safety, Economic Support, Human
Resources, and to support these departments an IT department. The tribal
administrator’s position is directly under the supervision of the Tribal
Council. This position is here to provide guidance and supervision to
staff for the betterment of community members. The main responsibility of
the administrator is to ensure that as many needs can be met as possible
under the guidelines set by each program.
Elders and youth are a focal point of this administrator’s
goal of reducing unemployment, homelessness, and maintaining or enhancing
health concerns the SM community members. The welfare and well-being is
foremost in this pursuit of reducing unemployment, homelessness, and
maintaining or enhancing health concerns in the community. This
administrator center of attention is on education since education branches
out to all these areas of concern as it has an impact on all of them.

The management systems
presently in place are policies and procedures that include Personnel,
Travel, Property/Equipment, Personnel Classification and Employee
Assistance.
The Tribal Administrator
is responsible for implementing the administrative systems policy and
procedures to assure that they are being followed.
The Tribal Administrator
is responsible for all Divisions, Human Resources, Insurance and
Property/Equipment. The Administrator is also responsible for all funds
within the Divisions and the Administrative Budget. The Tribal Treasurer is
responsible for all General Council funds and supervises the Finance
Department Comptroller.
